故事发生在1943年敌后抗日根据地冀中小镇安邱城。此时我军势力不断发展壮大，周边数座县城都被解放，安邱城中的日伪无不人心惶惶，各思退路。经营一间驴肉馆“鼎香楼”的大伙计蔡水根（饰）颇得日伪赏识，而他实际上是将敌人玩弄于股掌之上的地下共产党员。在蔡水根的带领下，几位共产党员展开了英勇无畏的地下抗日活动。
